In this talk and the next/last one I will illustrate how to answer the 2nd question (below). In the first talk I will start by giving the precise formulation of the result. Then, I will  give a short review of (the relevant parts of) the Pontryagin-Thom construction which is the reason why Questions 1 & 2 are related.
